Can’t Wait To Learn officially listed in the Learning Cabinet: A global expert-curated portfolio of high-impact EdTech solutions
Dec. 23, 2025
The Learning Cabinet is a global discovery platform developed jointly by UNICEF, the Asian Development Bank (ADB), arm, and the Ministry for Foreign Affairs of Finland (MFA Finland). It curates EdTech tools that have been rigorously evaluated and proven to be safe, scalable, impactful, and suitable for national adoption. Only a small fraction of tools reviewed each year meet the required standards.
A global benchmark: The EdTech for Good Framework
Each tool in the Learning Cabinet undergoes assessment through the EdTech for Good Framework, one of the most comprehensive evaluation systems in the EdTech sector. Developed through a cross-industry collaboration led by UNICEF, MFA Finland, ARM, and ADB, the framework sets out clear evidence-based criteria to help governments and organisations identify solutions that genuinely improve learning outcomes.
The framework examines several core dimensions:
- Pedagogical effectiveness: Is the tool proven to support meaningful learning progress?
- Equity and safety: Is data protected? Can the solution be used safely by all learners, including in crisis-affected contexts?
- Scalability and sustainability: Can the tool integrate with national systems, operate at scale, and adapt to diverse environments?
- Technical robustness: Does it work reliably across devices, low-spec hardware, and low-connectivity settings?
Only after review by experts in pedagogy, technology, data protection, business modelling, and humanitarian education does a tool qualify for listing.
Why Can’t Wait To Learn was selected
Can’t Wait To Learn’s inclusion in the Learning Cabinet reflects years of design, research, and implementation across crisis-affected regions. The programme stood out for its:
- Proven learning impact, with multiple studies demonstrating measurable gains in foundational literacy and numeracy.
- Alignment with national curricula, allowing our partners in governments to integrate CWTL into public education systems.
- Offline-first technology, enabling fully functional digital learning in low-connectivity and low-resource contexts.
- Strong child-safeguarding and data-protection standards, meeting UNICEF’s safety requirements.
- Scalable delivery model, currently operating in eight countries and expanding through government partnerships.
From refugee settlements in Uganda to non-formal learning centres in Lebanon and government schools in Ukraine, Can’t Wait To Learn demonstrates that high-quality digital learning is possible even in the toughest circumstances.
A Milestone for system-level adoption
Being selected for the Learning Cabinet is more than symbolic: it positions Can't Wait To Learn as a trusted solution for governments, donors, and education leaders seeking robust tools to address learning poverty. It signals that the programme is not only effective but also ready for policy adoption and national scale-up.
This recognition reinforces our mission to support governments in providing every child, including those in crisis, with the opportunity to master foundational skills. It represents a crucial step toward expanding equitable, evidence-based digital learning globally.
Driving the future of Foundational Learning
As countries increasingly look for reliable EdTech solutions that work beyond pilot projects, the Learning Cabinet offers a way to cut through noise and identify tools backed by evidence. Can’t Wait To Learn’s inclusion underscores its role as a global model for safe, scalable, and effective EdTech, designed for real classrooms, real teachers, and the real constraints faced by education systems.
